I didn't - until the "diplomatic codes" were pointed out. This photo was taken during Obama's recent speech from the Blue Room. Why not give the speech from the Oval Office like usual? Because of the Royal Wedding.
In this photo, Obama is carefully positioned to send a "message" to Britain. (The same kind of digital message you send a fellow motorist who has just cut you off.) On the left is a portrait of Madison. On the right is a portrait of Jefferson. Out the window behind Obama's shoulder is the Washington Monument. So, what's the message? All three of these presidents declared war on England.
One of Obama's first presidential actions was to pack up the ornamental double-decker bus Winston Churchill gave Roosevelt and send it back to England. And, where will the Obamas be on April 29th? Not at the Royal Wedding. That's the newly rescheduled date Obama selected for the final shuttle launch. So, not only are they not attending, Obama wants to make sure the US's Department of Defence (aka NASA) grabs the headlines that day - not some frilly wedding ceremony in a country he seems to detest.
